THE PURPOSE The purpose of the Job Plan Project is to align the lifecycle management of Job Plans in Maximo to the requirements of the Asset Management System (AMS), where the AMS is the governance framework that enables YT to meet its MR4 contractual obligation of compliance to the ISO 55001 standard for Asset Management Systems as the AMS framework mandates the use, content, authorizations associated with Job Plans, and states their purpose as the embodiment of the Technical Maintenance Plan (TMP) requirements for a given asset; and lifecycle management of Job Plans means: creation, use, authorized revision, data-management of backlog, and the retirement of Job Plans; including the associated processes for these activities, the successful completion of this Project will enhance the productivity of Maximo and its users by correctly populating and aligning active Job Plans to the AMS standard so that effective Supply Chain Readiness can be achieved; alignment to the MR4 Franchise agreements for Job Plans so that the TMP tasks are correctly set up; managing the backlog of bad data and Job Plan retirements; to clearly delineate between the AMS Job Plans and Job Plans used solely for purchasing/financial transactions; Implement process and competency improvements and communication tools to prevent the backlog of bad data and embed the practices required by the AMS and provide detailed analyses and options for the functional changes in Maximo that support Project outcomes and benefits. The risks and issues associated with not completing this project are, misalignment between the MR4 TMP requirements and the Job Plans in use in Maximo at present lead to YT being in breach of its TMP obligations and lack of quality materials data populated on Job Plans leads directly to an inability for supply chain readiness for planned maintenance and overhaul works; Also the Job Plans in use with the wrong data can become Work Orders that are workflow by unauthorized Work Groups this could mean an unsafe tram being put onto a service run during a Downtime period when it should be unavailable for service due to safety reasons; in addition, the use of the incorrect Job Plans for Work Orders on trams and other assets can lead to, on monthly basis, 10s to 100s of dollars' worth of unallocated or misallocated Cost Centre's for those completed works; A project is needed to manage the backlog of work required to reverse the poor-quality outcomes and exposure to these risks and issues.
