Health inequalities refer to disparities in the ability to manage, prevent or treat health problems, mainly among socially disadvantaged groups. Individual health disparities are differences in the health of individuals in access to services, which may be social, economic or environmental, but are specific to a particular individual. Population health disparities are disparities in health among people by age group, by those who live in a particular zip code, or by people in a particular age group (Tobin-Tyler & Teitelbaum, 2019). Medically disadvantaged populations are harmed by social forces that put their health at a disadvantage. Vulnerable populations face unique stressors that limit their ability to cope with a variety of health challenges. U.S. federal healthcare policy affects population disparities through access to care, support systems, and various social work policies. For example, the documentation and requirements required to access certain care options often exclude certain groups, such as immigrants, those of low socioeconomic status, and ethnic minorities, from being eligible for services. This public health policy of making access to treatment more difficult is clearly biased because, while the government is fulfilling its constitutional and administrative responsibilities, it harms vulnerable populations in the process.
