Technically speaking, FSIMS is a Flight Standards directive, which aviation safety inspectors use as the system of record for all Flight Standards policy and guidance.-FSIMS Audience: The primary audience for the order is flight standards aviation safety inspectors, their managers and supervisors, and other FAA operational and administrative employees. Others in the aviation industry are free to use this order as a reference for planning and conducting their operations and to prepare for interactions with the FAA.-FSIMS Scope: When FSIMS was established, the Director, FAA Flight Standards Service, ordered that it would be—from that time forward—the sole source of policy and guidance for aviation safety inspectors. FSIMS tells inspectors what to do, how to do it, and when to do it. If you should ever challenge an action taken by an FAA inspector, the first thing his or her superior will do is to confirm that the inspector operated in accordance with FSIMS.-FSIMS Aviation Safety Inspector Responsibilities: Inspectors have the following responsibilities concerning FSIMS:• To use FSIMS as their sole source of policy and guidance.• To comment on coordination copies of draft policy and guidance.• To take all training provided for FSIMS so they can use its capabilities to the fullest. (The FAA is serious in its commitment to and reliance on FSIMS.)-FSIMS Exceptions: Notices. The Flight Standards division will issue notices for the purpose of distributing temporary or life-limited information to inspectors. Flight Standards will accomplish changes or updates to permanent policy and guidance through changes to FSIMS. However, divisions may use notices to distribute information in a timely manner while working on a permanent change to FSIMS. Flight Standards will also issue notices to address emergency or national security situations.–FSIMS Regional Office Restriction: Regional Flight Standards divisions may not issue any form of regional supplement, policy memo, etc., to FSIMS. This is intended to insure uniformity throughout the FAA organization. Nevertheless, local and regional offices sometimes try to adopt “local” procedures; you should be familiar with FSIMS to protect yourself from this.DIRECTIONS:Produce TWO training documents based upon content from FSIMS.
