Arizona Legislation

The Constitution directs the legislature of government. Article IV of the Arizona Constitution further discusses how an idea becomes a bill and, if successful, becomes law (Gnant, 1996). This article summarizes the key stages of Arizona’s legislative process and the importance of each stage.

For a bill to become law, it must pass the House of Representatives and the Senate. According to McClory (2010), the first phase involves drafting and introducing the bill. Any member of Congress with an idea for a law can draft a bill. These ideas come from members of Congress, citizens and interest groups. This stage is essential as it draws attention to issues affecting the public. The bill will then go to the House of Representatives. In the second stage, the bill goes to committee. Both the House and Senate have committees made up of members of Congress with special interests. This stage gives the committee an opportunity to review the bill and determine its likelihood of passing through the full Congress. It also allows input from experts, officials, supporters and opponents of the bill. If the commission fails to comply with the act, it is presumed dead.

If the bill passes Phase 2, the committee will meet, testify about the bill, and vote on whether to recommend: that the bill be “implemented”. “as is” or “delivered as amended”. This facilitates comprehensive analysis and ensures that the best interests of citizens are taken into account.

The Committee’s evaluation of the draft law is in its fourth stage. Amendments and additions are hereby made to the Bill before submission to the Plenary. If the committee votes against bringing the legislation to the full session of Congress, the bill will lapse. However, if the opposite is the case, the bill will report to the chamber of Congress.
