You are the Chief Probation Officer in a medium-size county probation department. Your probation officers have observed an increase in the number of sex offenders convicted of indecent exposure related crimes.

This has caused an severe overload for the small cadre of probation officers trained to work with sex offenders. Furthermore, the judge has requested that your department create a specialized supervision program designed specifically for indecent exposure offenders.
